Statement 1:

xy< \frac{2}{3}  and  \frac{2}{3} < 1  so we have  xy< \frac{2}{3} < 1 , then  xy < 1  is always true. Sufficient.

Statement 2:

xy can be 0.5 which means  xy < 1 , but xy can also be 2 which means  xy > 1 . Insufficient.
