(1) \(4p\) is not equal to \(6q\)

(2) \(p\) is not equal to \(q\)

2p-3q is not equal to zero means, 2p is not equal to 3q

a) 4p is not equal to 6q. if we divide both sides by 2, we will get 2p is not equal to 3q hence a alone is sufficient

b) p is not equal to q,

consider p=3, and q= 2

in this case 2p is equal to 6q. however, if we consider p=1, and q=2 in this case 2p is not equal to 3q
hence insufficient

thus correct answer should be a
