(1) For each of the two countries with the highest spending on imports of finished electronic goods, spending on cell phone imports was more than 10% of that country’s total spending on imports of finished electronic goods.
Country Q and Country T are the top 2 countries with the highest spending on imports of finished electronic goods.
- Country P → Spending on cell phone imports > 12 billion USD
- Country Q → Spending on cell phone imports > 10 billion USD
This information is not sufficient as we have no information on the exact spend on cell phone imports incurred by Country P or by Country Q. We have the information on the lower limit, however, that information will not help us determine which of these countries spent the most, in 2021, on cell phone imports. Based on the information given in Statement 1, either Country P or Country Q spent the most, in 2021, on cell phone imports. It is also possible that both countries had equal spending on cell phone imports.
Hence, Statement 1 is not sufficient. We can can eliminate A and D.
Statement 2
(2) For each of the three countries with the lowest spending on imports of finished electronic goods, spending on cell phone imports was less than 5% of that country’s total spending on imports of finished electronic goods.
Statement 2 doesn't add much value as we are required to find the country with the highest spending on cell phone imports. The information provided in Statement B is about countries with the lowest spending on imports of finished electronic goods.
Hence we can eliminate B.

Because statement 2 provides no valuable information. The statements combined do not help either.
