From 1, we get a+b=0.
Mean of a,b,c will be c/3 then. Which infers that the mean will not be equal to c. Hence, Sufficient.

From 2, we get the mean as (a+b)/3.
Now, a+b can be 0 and can be any integer. Hence, Insufficient.

IMO, A. Please let me know if I missed anything

You are missing the case when a=b=c=0. In this, mean = c=0.

Therefore we need 2nd statement c=0

From which we get a+b=0 and c=0.
mean = c=0.
