Left women = Y-2

Statement 2: 
Of the 50 people in the company, the ratio of the number of men to women is 1 : 1.
so, 25 men and 25 women
12 people quit. 12 can be all men or all women. No specific answer.

We club 2 statements together: 
25 men+25 women
12 left -> 10 men+2 women
Women left = 25-2 = 23

Sufficient

Hence, both statement together are sufficient.
