Statement 1 This statement gives us the population of Belleville in 2003, but it doesn't provide any information about the population in 2001, so we cannot determine the percent increase from 2001 to 2003 based on this statement alone.
Statement 2 alone is sufficient as it tells us that the population of Belleville doubled from 2001 to 2003. Doubling implies a 100% increase.
So, the correct answer is (B).

(1) insufficient, we have no information of qty of people in 2001 or the increase information
(2) If we know That the population double, we can either plug in a value or substituted value- Sufficient
Ex. 2001 Pop= P and 2003 Pop =2P
Ex. 2001 Pop= 5 and 2003 Pop =10
(1) so we can use percent increase equation, 2P-P / P = P/P =1
( 1) we can use real number P =5 and 2P = 10, 10-5/5= 5/5 =1
