(1) The population of Belleville was 72,000 people in 2003.
we do not know what was the population of the town in 2001, hence INSUFFICIENT

(2) The population of Belleville doubled from 2001 to 2003.
If in 2001 population was x, in 2003 the population was 2x
meaning a 100% increase in population, hence SUFFICIENT
