Statement 1 (1) Of the bills for April, May, and June, the highest bill was received in May.
As the highest bill was received in May, either the lowest bill received was in April, or June. Just using the information in Statement 1, we will not be able to determine the month in which the lowest bill was received.
Hence, we can eliminate A, and D.
Statement 2 (2) The total of her phone bills for April and May was $170.
We can conclude the bill for the month of June was $100.
However, as we do not know the spit of the bill in the month of April and in the month of May, we can't determine which month has the lowest bill.
The statement alone is not sufficient.

Using information presented in Statement 1 and Statement 2, we can infer that the bill in the month of May was greater than $100, hence the bill in the month of April was less than $70.
