(1) Of the bills for April, May, and June, the highest bill was received in May.
This indicates May is greater than April and June, but doesn't determine whether April or June was the lowest. Not sufficient.
(2) The total of her phone bills for April and May was $170.
This implies June's bill was $270 − $170 = $100. Without individual amounts for April and May, we can't determine which month was lowest. Not sufficient.

April + May + June = 3*$90 = $270
Need to find : Which month amongst the three is lowest ?
Statement 1:
(1) Of the bills for April, May, and June, the highest bill was received in May.
Let the highest be May = $100 (assumed)
April + June = $70
Both can be same at $35. Or April > June OR April < June.
So, we cannot be certain to answer the question. Insufficient
Statement 2:
(2) The total of her phone bills for April and May was $170.
If April + May = $170 . Then it can take values from $1 to $169.
Then, June = $100.
Hence, we cannot be sure to answer the question. Insufficient
Combining Statements 1 and Statements 2, we get
June = $100
May is the highest, which means May > $100 . So, May can assume values greater than $100 within $170.
Thus, the lowest can be April.
Hence, Option C
