it should be B. If VCR manufactures are also damaged by the use of their products by the households, then it can be deduced that advertisers are also damaged by the VCR recordings.

A actually counter support the argument because it says "The methods for determining audience size count households that are merely recording a program as households that are watching it", whcih means the recording the programm in VCR doesnot damage the advertisers.

C, D, and E are obviously out.

B says the VCR manufactures are affected. But they are one among the lot.It is a contender but not the strongest

A says that the households which record the programs are hurting because they are going to see the casettes that wouldnt contain ads....So A it is

Which of the following, if true, would most strengthen the companies’ complaint that VCR ownership is currently hurting their business?

(C) There are VCR’s that are in the early stages of development that will automatically edit out commercials during the recording process.

so, as you said, choice C also strengthens somehow the answer. But the argument talked about "currently" rather than "future" in choice C.
A is the best.

Clear "A".....we need to find some reason that hurts the industry at present. "which in turn determines charges for advertising time," in A gives us that.
