OG is right. An increase that occurred in the first three months this year is not to be expressed in the same verb expression with what had happened two years ago.

The earlier fall has to be expressed in - past perfect - as - had fallen - and the more recent increase in - simple past - as – increased -.

agreed...but the recent one is in present perfect and the past one is mentioned as "falling"....thats why i was confused...

You can see how perceptions change after seeing the full picture.
One small request, when you want to learn just do not reveal the official reasoning. The natural tendency will be to justify that and you may not get the other dimensions. After some level of debate and discussion the OE may be released.
