Statement 1: It starts off with a tone of supporting government but ends in a negative tone for the government. Does not seem like something either party would say.

Statement 2: This seems like something the government would claim as an achievement

Statement 3: This just comes off as extra piece of information. Neither supports no opposes the government's claim

Statement 4: This is another statement which could be government's achievement.

Statement 5: This seems like a rebuttal the opposition would raise. But from the possible statements of government(2 and 4), this seems to logically counter
Statement 2. Since 70% population lives in rural areas, it would not matter if they qualify for the policy if they cannot access it.

With elections around the corner, there has been a lot of debate on the policies formulated and implemented during the tenure of the incumbent government. One such policy is providing free and urgent health care at all major towns to all those families who have an yearly income at the most $10,000.

Select for Government achievement the response that a government representative is likely to give as an achievement of the government and for Opposition Rebuttal the counter that the opposition can use as a flaw in the claim.

1. Free Healthcare is provided through a network of preferred providers and hospitals resulting in higher cost to the exchequer.
2. 80% of the population is benefited as the yearly income of almost 80% of the total population is below $10,000.
3. The free healthcare scheme is funded through taxes collected from 30% of the population.
4. The government has ensured that free healthcare is provided through a network of best hospitals.
5. More than 70% of the population stays in rural areas, which are underdeveloped with almost no connectivity.

Solution: Let's check each option

1. Free Healthcare is provided through a network of preferred providers and hospitals resulting in higher cost to the exchequer.
Explanation: This may qualify for the 'Rebuttal' but there is no other option which can be the 'Achievement' against this point.
Hence Rejected

2. 80% of the population is benefited as the yearly income of almost 80% of the total population is below $10,000.
Explanation: This can qualify for the 'Achievement' as the counter to this claim can be choice number 5 below. This states that per government this is an achievement that 80% of the population which is below $10,000 is benefitted through the policy while the opposition rebuttal is that since the policy is meant for major cities and the people living in those cities, hence if considerable percentage of population is living outside those major cities, then the Achievement claim will fail as the percentage of population won't be able to avail the benefits.
This is the right choice for the Achievement claim.

3. The free healthcare scheme is funded through taxes collected from 30% of the population.
Explanation: This choice doesn't qualify for any claim as there is no counter argument for this in the given choices.
Hence Rejected

4. The government has ensured that free healthcare is provided through a network of best hospitals.
Explanation: This may qualify for the 'Achievement' claim but there is no other option which can be the 'Rebuttal' against this point.
Hence Rejected

5. More than 70% of the population stays in rural areas, which are underdeveloped with almost no connectivity.
Explanation: As discussed in point 2, this qualifies for the 'Rebuttal' as the counter to the claim in point 2.
This is the right choice for the Rebuttal claim.

Hence,
Government achievement- 80% of the population is benefited as the yearly income of almost 80% of the total population is below $10,000.
Opposition Rebuttal- More than 70% of the population stays in rural areas, which are underdeveloped with almost no connectivity.

let us so through each statement for which Government representative can project as achievement and opposition party rebuttal to that statement

Free Healthcare is provided through a network of preferred providers and hospitals resulting in higher cost to the exchequer.
If this is resulting in higher cost to exchequer, it may be considered as negative by taxpayers. So government will not provide this statement. Eliminate

80% of the population is benefited as the yearly income of almost 80% of the total population is below $10,000
If majority population is benefited than this is may be good agenda for next election and good point to show this as achievement. Hold this one

The free healthcare scheme is funded through taxes collected from 30% of the population.
So this kind of little negative and may disappoint taxpayer who in short is paying for other people welfare. Actually this is actually true in general but government would not want to project this as achievement. Out


The government has ensured that free healthcare is provided through a network of best hospitals.
This is subtle, but we don't know if there are very few best hospital and may be concentrated in particular geography only. So this doesn't show big picture like 2nd statement. Eliminate

More than 70% of the population stays in rural areas, which are underdeveloped with almost no connectivity.
This shows weakness of government and directly rebuttal 2nd statement which government is projecting as achievement. Government is saying that 80% of population has less than 10000 income and would be beneficiary of this, but what if 70% of such population live in rural area where there are no facilities.
