1-P trick

Prob that you don't land within 14 spaces of 49 (1 to 34, so tech 35 and 64 to 100, so 37 spots- together 72 spots out of 100

1-72%= 28%

OA is E

required prob is 7 spaces any side of 49.
so total 14 spaces are required in 7 moves which can be achieved by max 7 move on any side
so total spaces = 28
probability = 28%

I am stuck at a point: namely, how does the 14 become 28?
I looked at it this way. IF the row was like this
1................49.............100
The a maximum of 'no more than 7', means 14. (7 left, 7 right). Hence, I picked 14
How does it become 28?

Would like to know the flaw in my reasoning. Thank you!
