(i) When a is rounded to the units digit, the result is 1
If a= 0.49 then rounding to the units digit will be 0
If a= 0.5 then rounding to the units digit will be 1
In short if a < 0.5 then rounding to the units digit will be 0 and not 1 , since statement 1 says rounding to the unit digit is 1
hence a \(\geq 0.5\) This answers a definite NO to the stem. Hence SUFF ( check out rounding rules from GMAT club site , perhaps math moderator can share the links )

(ii) When a is rounded to the tenths digit, the result is 0.5
a can be 0.46, 0.48 etc hence less than 0.5
a can be 0.5,0.51 ,0.52 ,0.53 etc hence not less than 0.5
Hence INSUFF.
