But my explanation is ::: have the responsibility is incorrect like has the ability is incorrect.

Can you please explain the answer choices in the question. I understand why the correct answer is correct but I fail to pin point concrete error(s) in other choices.

sc test meaning/logic more than grammar.
in a,
responsibility that pollution occured " makes no sense in our real world even if responsibility can go with "that" clause.
in B, the same as in A
in C, the same as in A, responsibility can not be " poluttion occur" . we have to say responsibility is that you do this job
in e. responsibility was not the owner.

(A) The non underlined sentence "occurred before the title changed hands" should modify correctly the pollution but not responsibility
(B) Correctly placed modifier
(C) Wrong Tense and wrong formation
(D) Similar to A, incorrect modifier
(E) Similar to A, incorrect modifier. Hence (b).
