(B) sounds like association is at 19 pounds a year.
(C) awkward
(D) awkward

Just curious for choice A:

(A) According to the National Pasta Association, per-capita consumption of pasta in the United States, which has already been approaching 19 pounds a year, will achieve 30 pounds a year by the twenty-first century.

Is "achieve" wrong usage in this context? Should just be "reach" right?

I voided choice A b/c of an incorrect modifier.
In choice A: "...United States, which has already been approaching 19 lbs a year,..."

What has been approaching 19 lbs a year? The United States? No, pasta consumption.

I thought E was most concise and did not have any modifier issues.

To answer your question about "achieves" I guess I would need to see the next best answer to see what it uses. I agree, "achieves" sounds strange...

D is wrong because the which doesn't have a clear antecedent - the US or the pasta consumption? E is clearer, and shorter, hence a better answer.

I chose E because the modifiers were out of place in all of the other answer choices.
