Shouldn't it be fails to include an alt explanation. I think B is worded in a wrong manner.

I believe it more like the author fails to EXCLUDE any alternative explanation before arrive at the conclusion. Its more like author rushed into concluding that the bottle is mislabeled.

The flaw is that author noticed the effect what happens when vinegar is added to baking soda made conclusion about box labeled vinegar. It didnt taken into the consideration that box labelled baking soda can also be mislabeled or both are not mislabelled but fizz didnt happen because of some alternate factor involved

Option B states the exact thing but the way it was presented makes lot of us to make an error.

As per Option (B) fails to exclude an alternative explanation for the observed effect-So in negated form if argument exclude an alternate explanation for the observed effect that means there are no other reason for not causing fizz then it is strengthening the conclusion.

PS I also understood the meaning of B incorrectly but after giving some thought and while asking the question why it is excluding the other reasons I arrived at why it is right

Hope this will help others too

Although this bottle is labeled “vinegar,” no fizzing occurred when some of the liquid in it was added to powder from this box labeled “baking soda.” But when an acidic liquid such as vinegar is added to baking soda the resulting mixture fizzes, so this bottle clearly has been mislabeled.

A flaw in the reasoning in the argument above is that this argument

(A) ignores the possibility that the bottle contained an acidic liquid other than vinegar
(B) fails to exclude an alternative explanation for the observed effect
(C) depends on the use of the imprecise term “fizz”
(D) does not take into account the fact that scientific principles can be definitively tested only under controlled laboratory conditions
(E) assumes that the fact of a labeling error is proof of an intention to deceive
