I don't like "it is hoped" part as it doesn't have an antecedent.
but by there are other mistake (i.e."this") in C.
D and E change the meaning of the sentence( meaning cyclist hopes )

B is wrong because it implies "power that will set record" instead of "cyclist who will set record"

Thus A for me. ...Please post OA whenever appropriate.

IMO A

B "use of that" and "will", which says that the new record will definitely be set
C. hopefully always wrong in the GMAT
D. hope of setting - would have been right
E. awkward
