I think (E) is too strong, because it states the only qualification. (C) seems to fit better. The passage states (1) experienced labor organizer and (2) former head head of labor unions. (C) states communication with leaders of largest labor unions.

Based on the paragraph's reasoning, I will have to go with E.
There are no other benefits provided in the paragraph that would make me think otherwise.

i wud go with B.

Grayson has to lead Business-labor relations=> he needs to understand business issues as well as labor issues.

Since Grayson was a experienced labor organizer and the former head of one of the nation’s most powerful labor unions(labour issues requirement met)

I'm for B because
P1 : He is experienced labor organiser
P2 : He is a former head of 1 of nation's most strong labor unions.
C : Excellent choice to chair new council on business labor relations.

There is two possibility to justify conclusion in terms of premises given :
1) Either we'll prove that union experience is extremely important for this post
2) Or a balanced personality with both union and business experience is valuable.

On this context, the first option is rules out because if it were true, there would be no difference between C and E.
So, I go to option 2. The sole alternative which works for option 2 is B.

E, since we are looking for the strongest reason why Grayson should be chair, and the qualifications stated in E as required for a leader are exactly the qualifications the statement cites that Grayson has.

(E) states that "An understanding of the needs and problems of labor is the only qualification necessary for the job of chairing the new council.".
I think a lot of people will qualify. What makes Grayson different from others is (B) "During his years as a labor leader, Grayson established a record of good relations with business leaders. ". It is because of this he will be more effective in the council.

But is is not given in the statements of the argument. You use your own knowledge by saying that.

Yes, it seems logical.
But what about C ? C and E go in the same direction.
If we accept in E that he is able to understand needs and problems of the labour with the two premises given, we can also accept argument in C. No?

By the way, SIDBIDUS could confirm that OA is E ?
