(C) The chair of the new council must be a person who can communicate directly with the leaders of the nation’s largest labor unions.
(D) Most of the other members of the new council will be representatives of business management interests.
(E) An understanding of the needs and problems of labor is the only qualification necessary for the job of chairing the new council.



I would go for B.

B for me. He's a good candidate because of his experience so if he hadn't accomplished something positive (i.e. establish good relations with business leaders), it wouldn't make sense to mention it.

IMO B
B strengthens the statement further. It was a toss up between B & C. We are trying to strengthen the argument for Grayson and not have a generalization like choice C.
