(1) People are getting on the line at the rate of 2 people per minute at 7 o'clock.
(2) People are buying tickets and leaving the line at the rate of 4 people every 2 minutes at 7 o'clock.
statement 1: this gives the rate at which people are joining the queue per minute = 2.
but we don't rate at which people are leaving the queue and when did people started joining the queue.
not sufficient
statement 2: this gives us rate at which people are leaving the queue per 2 minutes = 4.
but we don't know rate at which people are joining and when did people started joining the queue.

combining both statements,
we know every 2 minutes number of people joining the queue = number of leaving the queue
if people have been joining the queue for the last even minutes = 2,4,6... then @ 7 there will be 0 people in queue
if people have been joining the queue for the last odd minutes = 1,3,5... then @ 7 there will be 2 people in queue
