We don't know how many people were already in line at 6:59pm. It could have been 0 or 1 billion people. We have the rates of people coming in and out at 7pm, but we don't know how many were already there as a baseline. Both statements give rates and no baseline. So the answer is E, both statements are insufficient.

We do not have any info about except rate which does not reflect anything

Insufficient

4 people per 2 minutes is same like 2 people in 1 minute. Same as above
