We need to find: $$\frac{Male.Students}{Total.Students}$$ and we are given: $$\frac{Male.Students}{1.2million*0.15}$$

(1) City X has 95,000 male residents who are full-time students. $$\frac{Male.Students}{1.2million*0.15} = \frac{96,000}{180,000}$$, sufficient.

(2) City X has 510,000 male residents who are not full-time students. This information says nothing about the proportion between female and male students, not suf.
