Another tricky question by ETS. But I think the right anwer is A because ETS avoids strong anwers.

OA is A
B is incorrect because if it is true than all charitable organizations should close. But the para says that only some will close and many others will reduce their services.

Premise:
1) Change to income tax law -> eliminate deductions from taxable income for donations made by taxpayer

2) If change is enacted -> wealthy individuals no longer has an incentive to donate

Conclusion
3) many charities/institutions have to reduce serivces, or cease operation

The argument above assumes which of the following?

(A) - Best choice. If this is true, then some would cease, some would have to reduce their services.

(B) If so, all chrities/institutions would have to cease operation.

(C) Not an assumption

(D) Not an assumption. It does not explain why charities/institutions need to prune down on their operation outlays.
