OE says that "-The U.S. had two different insurance divisions."
but the question asked "No country had more than two divisions of the same type."

how can this be false? shouldn't this be true? am I missing something?

I think you have answered it yourself.

The statement in the question give something opposite and hence it is wrong.

No country had more than two divisions of the same type.

How this statement can be correct when US has two divisions?
