Wow. Amazing service record! 710 is solid for your profile and is not really that much below. Yes, it is below average, but it is competitive for the peers you will be compared with. So I would not delay or mess around with the GMAT really and would focus on the applications. Some other ideas - don't do this whole journey alone. Reach out to the military clubs at HSW and get connected with 2nd year students. This will help you get a much much better sense of where you fit in and what you can count on in terms of admissions and in terms of career outcomes as there are guys and gals there who were in exactly the same shoes as you are now.
In terms of consulting vs. tech PM, I would say, consulting can be slightly more demanding as it has to do a lot with client readiness and PPT and presentation skills. I know folks at Coronado use PPT so perhaps it will come natural to you but from experience I know some of the other veterans struggled with giving positive vibe in the consulting interviews. However, the veteran MBB community tends to be strong and will give you slack in leu of other skills. I know there are a number of SF folks in MBB's. Again connecting with the veteran's club will give you some good pointers.
