I have been working on oil and chemical tankers as an operations engineer and am now planning to switch to a supply chain consultant.

Hi. It is totally possible. I have known a number of people from oil and energy background who have successfully transitioned into consulting.
You can also consider UNC and Jones potentially as your options. Your GRE score should be good and may possibly eek out a small scholarship but not sure. I am not seeing much of $$ being thrown out for GRE yet.
