A. some sensitive areas in the city to be cordoned off and that individuals charged with the previous year's riots kept - 'ordered' needs a subjunctive verb.

B. that some sensitive areas in the city should be cordoned off, with individuals charged with the previous year's riots to be kept - 'should' is not required and parallelism is not seen

C. that some sensitive areas in the city be cordoned off and individuals charged with the previous year's riots kept - 'be kept' is required

D. that some sensitive areas in the city be cordoned off and individuals should be charged with the previous year's riots kept - Repeats the error in B and C

E. that some sensitive areas in the city be cordoned off and individuals charged with the previous year's riots be kept - Correct.

The verb 'Ordered' leads to a subjunctive mood of the statement and hence, the word should be followed by 'that'
Choice A- Wrong.
Choice B- Wrong.Two elements of the statement are not parallel. 'Should' is wrong, as it is a order from someone.
Choice C- Wrong. 'Kept ' breaks the parallelism. 'Be cordoned' should be parallel to 'Be Kept'
Choice D- Wrong.
Choice E- Correct parallelism.

With "that" we use base form of verb
No usage of should or to with verb

Eg be is base form of is,am ,are so be is used here

Hence E is correct
