Can we change the subject of the sentence??

I dont think we should change the subject of the sentence, rather the answer choice shouldnt alter the meaning of the sentence.

C

has vs have = has wins (S-V agreement)
"ability to" is the correct idiom

Agree on C. Capability is not for human. Ability should be right.

Why is it not E?

I'm not exactly sure of the difference between capability and ability but wouldn't the plural form of either word take precedence here i.e abilities or capabilities?
Any comments?

should be "in" not "about". Thus C.
