"capability for making profitable investments" is rather awkward... Hence, eliminate A and E.
"ability to make profits" is better...

(A) Foreign investors, because of their growing confidence in their capability formaking profitable investments in the United States, have been led
(E) Growing confident about their capabilities for making profitable investments in the United States, foreign investors have been led

"Has led them" is pointing to itself... "Foreign investors has led them" - Confusing isn't it? Hence, eliminate B.

(B) Foreign investors, growing confident about their capability for making profitable investments in the United States, has led them

(D) Growing confidence ... have led foreign investors - must be singular

Answer: C

I thought the right answer was B because "has" is connected to "capability" which is singular.
I understand the phrase that "capability has led them(Foreign Investors) to....

Could someone help me to understand why "has" is not correct here o how I should read the phrase to understand it better.
