It’s unfortunate that there is no better solution or the GMAC is not willing to allow erasable scratch paper but again, I don’t think that has anything to do with money.

I understand it would seem on the surface that reducing the test fees, by $50 internationally and $75 for USA, is a big deal. It ain't. They have removed an AWA section, that removes the labour cost necessary to evaluate. Test center proctors are balanced by the new system. So if you see, they are not getting anything different in terms of the costs associated. There are some additional costs but that's where I see the psychology of GMAC.
Obviously, few years back B-schools didn't consider GRE, but GRE came out as a competition and some schools such as Tepper are accepting the GRE for about 25% of the class. Coming from someone who has seen monopoly leadership, for us this kind of a disruption is a potential nightmare.
Also both companies were working on the online delivery as soon as the lockdown was announced (I read few articles- call it the exam takers black market insider info) so I believe GMAC was aware that ETS might gain a significant advantage. Also, seeing that even a smaller GRE score of 318 is getting people accepted people into tier 2 colleges, such a pattern might make people incline a little more towards GRE if people see a significant share. That kind of significant shift even for a single year means that GMAC might see a potential loss.
They have to do something about it.
I know my theories sound a little too assumption based. But I also know how it feels to see your monopoly get snatched away.
I did this case study based on Warner bros and Marvel studios, DC comics acted really rashly in reaction to Avengers getting a larger share of Comic book fans, a monopoly that DC had for a long time. (I know it's entertainment industry, but real estate, entertainment or education, leaders of monopoly all think the same)
