Eliminate B and D because it comments on the quantity of food.
Eliminate E because it does not guarantee that water shortage will be avoided. What if the others reject their offer.
Eliminate C because even if they pack more water for themselves, the others might pack very less, resulting in an overall shortage.

A remains and is the correct answer.
If larger than required qty is mentioned, then the others, even though they pack less, would end up packing close to what is required and J and L, would end up packing more than what is required. So, overall required there would be no shortage of water.
