Can you clarify why 4 is the min?
The problem is a bit vague when it comes to the integers on the cards. Are the integers from 2-9 or 2-13? Why is the min 4?

a card cannot have more than 13 number. it says between 15 and 200.

the max is 13x14=172 and the min 4x5=20. both are in between the given range.

if we try to get 15 and 200, we fall on trap. we never get 15 and 200.

so its clear C.

let me try to explain if we take 3 as the min value when the next larger integer will be 4
and 3x4=12 and we need at least 15

It doesn't say what the integers are. Since I'm convinced the GMAT makers can have sadisitic moments, I always assume it could be anything.

4 is the minimum because 4 * 5 (the next integer) is above 15. 3 is not the minimum because 3 * 4 (the next integer) is 12, and thus below the required minimum of 15. It is required that you find the highest and lowest cards that are in the range of 15 to 200.

The picking numbers strategy works well on this problem.

its a trap. if read the question carefully, you will never get 15.

lets take 3. the next is 4. so total = 12, which is smaller than 15.
lets try with 4, next is is 5. so total = 20

hope that helps. pretty tricky..
