\(2^4\) = 16

\(-2^-^3\) = -\(\frac{1}{8}\)

\(3^0\) = 1

16 * -\(\frac{1}{8}\) * 1 = -2

\(a^4b^{-3}c^0\)
\(= 2^4*(-2)^{-3}*3^0\)
\(= -(2^4*2^{-3}*1)\)
\(= -2\)

Therefore, the answer is A.
