ok
here is my take

given:- 4a>3b.....

(1) let b= 49.9
then 4a> 3*49.9
a> 3*49.9/4
a>37.425

thus if a = 38 then yes a<40 but
if a=41 then no a>40

insuff

(2) if a= 2 then yes a<40
if a =41 then no a>40
insuff

combining we get a is prime number ,which is greater than 37
thus a>40
sufficient
