(1) It takes the lathe machine 28 seconds to manufacture 20 screws.

(2) It takes the lathe machine 1.5 times more time to manufacture one bolt than to manufacture one screw.

From statement 1:

lathe machine takes 28 seconds to manufacture 20 screws. But no info about the time taken to manufacture bolts.
Insufficient.

From statement 2:

lathe machine 1.5 times more time to manufacture one bolt than to manufacture one screw.
Here, only ratio of time taken is given. Clearly insufficient.

Combining both:

1 screw is manufactured in 20/28 sec or 5/7 sec.
1 bolt takes $$\frac{3}{2}(\frac{20}{28})$$ sec = 15/14 sec.

then 1000 bolts = $$1000*\frac{15}{14}$$ = $$500*\frac{15}{7}$$ seconds.
