since integer b>1 and al its factors are in the range 2<=f<=9 , i.e all factors of b that are >1 are larger than 9 ( could be 11,13,17etc) , thus B could be 11 13 or 17 or ....etc..suff

b has exactly 2 factors and since one of them is 1 then the other is itself , i.e. it is prime but there are primes that are larger than 11 and those that are less... insuff

IMHO answer is A.
If b is an integer with NO factors f such as 1<f<10 then b is a prime number >= 11. If b was 10, then it would have 5 and 2 among its factors
