r is what percent of s can be written as \(\frac{r}{s}\) \(* 100 \) = ?
since both the statements give us the value of r/s, our answer is (D)
Learning: a percent is just another ratio. So when we are given a ratio it can be easily converted into a percentage by multiplying the given ratio by 100.
Thus without giving much thought we can see that (D) is our answer
