Speed is y/x means distance traveled in x hour = y miles
distance traveled in minutes = y/x*60 ( 1 hour = 60 min)
option B is correct

Explanations are already there. We can also do it by substitution.
Assume x=1, y=30. So Mike covers 30 miles in 1 hour, or in 60 minutes. In 60 minutes, distance covered = 30 miles In 1 minute, distance covered = 30/60 = 1/2 or 0.5 miles
So we have to look for an option that gives us answer as '1/2' when we substitute x with 1 and y with 30. That is only option B.
Hence B
(Please note that in my opinion, using simple algebra as others have done is the best way to solve this question. I have just given an alternate method)
