B is correct. Here's why:

(1) y^2 = +/- 3

INSUFFICIENT - we need a single value for y in order to solve for a single value of x

(2) y = 3

=x+6+1 = 3-x
=x+7 = 3-x
=2x = -4 --> x = -2

SUFFICIENT
