Let the total number of sophomore students be 100

then 20% who obtained license = 20
those who didn't obtain = 80

50% of those who obtained license took education class = 50% * 20 = 10
those who didn't take education class and obtained license = 10

70% of those who didn't obtain a license took education class 70% * 80 =56
those who didn't take education class and didn't not obtain license = 24

Total of those who didn't take education class = 10 + 24 = 34

34/100 = 34%

Answer choice E
