We'll translate our question into equations so we understand what we need to do.
This is a Precise approach.

votes received by candidate = 400 from senior + 10% of all junior
40% * V = senior votes --> 60% * V = junior votes
So, 10% of junior = 10% * 60% * V = 0.06V
Then our candidate received 400 + 0.06V votes.

(B) is our answer.

The seniors cast 0.4V of the votes, so the juniors cast remaining 0.6V of the votes. Since the candidate received 10% of the the votes cast by the juniors, he received 0.1 x 0.6V = 0.06V votes from the juniors. Since he also received 400 votes from the seniors, the candidate received a total of 400 + 0.06V votes.

Answer: B
