MUST VOTE:

The answer should be Abigail only.

Although Abigail and Barbara both fulfill the minimum eligibility to vote since both are above 19 and are either citizens or a nonresident for more than 5 years. However, the first point says "Every citizen who is eligible must vote on election day." This does not imply that NON RESIDENTS must also vote.

Talking about Charles, he does not meet the age criteria.

Hence, the answer is ABIGAIL ONLY

MUST NOT VOTE:
Charles is the only one who does not fulfill the minimum criteria. Hence, Charles is the only one who cannot vote.­

Two Eligibility Criteria - 
1. Age must be 19
2. Either "Citizen" OR "Non citizen who has lived there for 5 yrs"

Necessary - Eligible citizen MUST vote

Abigail: a citizen who is currently 19 years old 
Abigail is a citizen and age 19 so she is an eligible citizen. So be MUST vote.

Barbara: a 7-year resident noncitizen who is currently 19 years old
Barbara is eligible because she is 19 and non citizen who has lived there for 5 yrs. So ELIGIBLE but not necessray to vote.

Charles: a 7-year resident noncitizen who is currently 18 years old­.
Charles is 18 yrs old so he is not eligible. Hence, he MUST NOT vote. 

ANSWER: Must Vote - Abigail only, Must Not Vote - Charles only

My analysis is as follows
some but not all eligible voters are required to vote - this means that few eligible voters may not be required to cast a vote.

Considering the conditions from point 1-4 we can conclude that All citizens who are >= 19 years of age can vote.

Among given people Abigail is the citizen and hence, should vote.

Voting age is 19 so Charles must not vote.

Now coming to 7-year resident noncitizen Barbara - she can either choose to vote or not choose as she is not a citizen.

So the choices are A - Must Vote and C - Must Not vote­

A: (1) + (2.1) + (2.2.a) => Must vote

Took me 30 seconds and got it wrong, because I missed the word citizen in the first criterion [Every citizen who is eligible must vote on election day.]

Some Eligible Voters------> MUST VOTE.

Every ELIGIBLE CITIZEN ----------> MUST VOTE

If Age is Atleast 19 + Citizen -------> Eligible ----------->VOTE

If Age is Atleast 19 + Non-citizen of atleast 5 years-----------> Eligible

Abigail= Citizen + 19 ----> Eligible --------> MUST VOTE

Barbara = 7 year non-citizen + 19 years ------> Eligible BUT is Not required to VOTE

All Citizen MUST VOTE but this is not MUST be condition for NON-Citizens

MUST VOTE = Abigail only
Must not vote = Charles only
