Consider the following individuals:

Abigail: a citizen who is currently 19 years old

Barbara: a 7-year resident noncitizen who is currently 19 years old

Charles: a 7-year resident noncitizen who is currently 18 years old

My analysis is as follows
some but not all eligible voters are required to vote - this means that few eligible voters may not be required to cast a vote.

Considering the conditions from point 1-4 we can conclude that All citizens who are >= 19 years of age can vote.

Among given people Abigail is the citizen and hence, should vote.

Voting age is 19 so Charles must not vote.

Now coming to 7-year resident noncitizen Barbara - she can either choose to vote or not choose as she is not a citizen.

So the choices are A - Must Vote and C - Must Not vote­
