Answer is B ie. 3.2%

Let the Price of stock be P at the end of June.

By the end of July, it increased by 10%. Hence became 1.1P.

It then fell at the end of August by 20% ie. became .8 times of what it was when we started in August. Hence became .8 x 1.1 x P.

It then again rose by 10% by the time we reached the end of September. Hence became, 1.1 x . 8 x 1.1 x P ie. .968P.

Subtracting .968 from 1, we get .032.

Hence the total change is 3.2% reduction in P by the time we reached the end of September.
