I think E expresses the meaning in the best way !!!

A-> here we talk about only two activities and is incorrect unlike E where 3 activities are considered in sequence
B -> and and is wrong
C-> then then is wrong
D-> is wrong
E is perfect !!

It in A can be referring to surface or paint.
