What is the source of this question?

I answered E.

The first and second statement clearly insufficient.
When we combine the statement, we still cannot get the definite answer.

Example 1 : When GDP X was 1.001 and GDP Y was 1.000, with the 5% and 6% rate, GDP Y will be higher.
Example 2 : When GDP X was 20.000 and GDP Y was 1.000, with the 5% and 6% rate, GDP X will be higher.
