From 1,we can't say x2>y2 or not.
take x=-3 and y=2
take x=3 and y=6 and see results are different..

Now when we add stmt 2 to it...then obviously both the variables take negative values....for integer or fraction however results will be same
case 1->x=-2,y=-1,then x2>y2
case 2->x=-1/2 y=-1/4 en x2>2
case 3->x=-3,y=-1/2 then x2>y2
hope i am clear....

After combining..

If X= -3 and Y = -1 then X^2 > Y^2
If X=-1/3 and Y = -1/2 then X^2 < Y^2
Hence ans. E.

an other way to crack it:
1/ given x=3,-2 and y=5, -1 respective, we have the different ans (insuf)
2/not any info about x (insuf)
Together we have x^2-y^2= (x-y) *(x+y) <0:
x-y<0 because x<y (1)
x+y<0 because x<y<0 (both)
Hence C
