As this looks like a very technical question, we'll try working with the equations.
This is a Precise approach.

(1) Without knowing if x is positive or negative we cannot simplify this.
Insufficient!

(2) This simplifies to x > 2y - 10 which does not give us the relation between x and y.
Insufficient.

Combined: Since we have no way to combine our 2 statements together, this is still insufficient.
(E) is our answer.

*To combine the two statements, their claims would need to support each other.
But (1) is missing information on positive/negative and (2) is missing an absolute number.
As they don't complement each other they cannot be combined.
For example, x = -1 , y = 0 and x = 5, y = 3 both solve (1) and (2) with different results.
