3. According to the passage, one of the examples of “these crimes” (Highlighted) is:

A. a deliberate attempt by the Ethiopian government to starve its citizens
B. restrictive blockade by the government forces
C. Eritrean troops’ killings of hundreds of civilians
D. non provision of the food needed
E. no supply of fuel and medical stuff

“these crimes” is mentioned in the beginning of the second paragraph. "These crimes" is referring to the crimes mentioned in the last sentence of the first paragraph i.e. Eritrean troops murdering hundreds of civilians and the Tigrayans raping and killing Eritrean refugees in UN camps. Based on this the correct answer is C

4. All of the following cannot be inferred from the passage EXCEPT

A. The local government of Tigray can curtail the civil war by stopping rebellion against the central government of Ethiopia
B. War crimes are one of the root causes of the dwindling situation in the region
C. The city of the Axum is the most affected zone of the war-torn region in the country
D. The government authorities are trying their best to make good to their citizens in the war affected zone of Tigray
E. According to UN data if the situation did not improve in the region it will cost as much as 400,000-700,000 lives.

Cannot be inferred and Except in the question means can be inferred in simple terms. The question is simply asking what can be inferred from the passage

A. Irrelevant
B. The statement in the first paragraph - Since the beginning, the ensuing conflict has been marked by war crimes.
C. Axumis one of the affected cities. The passage doesn't tell us if it the most affected or not.
D. Answer choice doesn't say if it is a government's statement or UN's. Goverment believes that it is doing everything right but the UN doesn't believe so.
E. Irrelevant

"these crimes" refers to the crimes mentioned in the first paragraph. Identify one that belongs to the first paragraph and select.

This is an example of the most heinous crimes mentioned in the second paragraph, and it does not belong to the ones asked by the question.

B. restrictive blockade by the government forces

Same as (A)

C. Eritrean troops’ killings of hundreds of civilians

This is correct! This crime is mentioned in the first paragraph and is an example of "these crimes" as required by the question.

D. non-provision of the food needed

Same as (A)

E. no supply of fuel and medical stuff

Same as (A)

This is a hard question that requires the test-takers to identify the answer choice that is truly based on the passage. Let's try to find it out one by one.

A. The local government of Tigray can curtail the civil war by stopping rebellion against the central government of Ethiopia

Nowhere in the passage it is mentioned whether the central government has the capacity to curtail the civil war or to stop the rebellion against it. This is outside the scope of the passage.

B. War crimes are one of the root causes of the dwindling situation in the region

In the first paragraph, it is mentioned that:

"Since the beginning, the ensuing conflict has been marked by war crimes."

From the above quoted line, (B) can be inferred.

C. The city of Axum is the most affected zone of the war-torn region in the country

The passage provides no comparison of the scale of the war, so we cannot infer whether the city of Axum is actually the most affected zone of the war-torn region in the country or not.

D. The government authorities are trying their best to make good to their citizens in the war-affected zone of Tigray

This is actually the opposite of what is mentioned in the passage.

"Ethiopia’s government insists it is doing all it can to help the hungry in Tigray and, in particular, it is letting aid pass through its blockade. Data from the UN tells a different story."

E. According to UN data if the situation did not improve in the region it will cost as much as 400,000-700,000 lives.

This is very tricky and partially correct. It is mentioned in the passage that:

"Aid workers compare the crisis to Ethiopia’s famine of the 1980s when supposedly 400,000–700,000 people died."

These quoted lines say that supposedly 400,000-700,000 people died in the famine of 1980s while and answer option E is very firm about the number of deaths so this option is strong to accept with the help of passage.
