I believe answer should be C.
(AB) "Last year" and "has fallen" don't go hand in hand. Eliminate.
(D) "was falling" and "wiping" seem to suggest the two actions were happening simultaneously, which disrupts the cause-effect relationship between the two events. Eliminate.
(E) E reverses the cause-effect relationship. "Having wiped out the gains, the output fell" indicates that first the gains were wiped out and then the output fell, which does not make sense. Eliminate.
