Official Solution:

We’ll go for LOGICAL since logic is the first option in Data Sufficiency.

(1) If we know the value of $$\frac{p + q + r}{7} = 18$$, we can easily (by multiplying by 7 and dividing by 4) get the value of $$\frac{p + q + r}{4}$$. That’s enough information! (B), (C) and (E) are eliminated.

(2) Subtracting $$r$$ from both sides of the equation can only give us $$p + q – r$$. (D) is eliminated!
