The first entry point is the preposition 'in'. In provides the correct pitch for a relevant comparison between heating bills in South Cal and bills in other cities. Without the word 'in', we will be wrongly comparing bills with cities. Therefore, we can effectively dump B, C, and E at the first go.

in case of a: the phrase as high as is modified and thus eliminate a.
in e: the phrase 'as high as' is used and 'those of' is used to correctly compare between heating bills of different cities .
so the correct option is : D
